 以下は、ワシントンにおける国際拉致報告書の発刊記者会見での増元照明・家
族会事務局長のスピーチ全文(英語と日本語訳)です。訪米の詳細は5/17のメー

米国北朝鮮人権委員会(The Committee for Human Rights in North Korea)が
作成した国際拉致報告書の発刊記者会見
2011年5月12日 ワシントン

 はじめに、日本国民の一人として、私は、最近の東日本大地震と津波へのご支
援に対して、米国政府、議会、およびアメリカの人々に感謝いたします。

 私の名前は増元照明です。1978年8月、私の姉、増元るみ子は日本の地から北
朝鮮の工作員によって強制的に拉致されました。私と同じ立場の家族が多くいま
す。私達は北朝鮮による拉致被害者家族連絡会を結成しました。私は現在その会
の事務局長です。私達のゴールは、北朝鮮から私達の愛する人々を取り返すこと
です。

 私の姉がいなくなった時、私は、何が起こったかがまるで分からないままただ
深く悲しみました。彼女が北朝鮮に拉致されたことが明らかにされた時にさえ、
私達の家族は、そのことを公開の席で訴えるなら姉が危険な目にあうだろうと恐
れて、沈黙を守る以外に道はありませんでした。

 そして、1997年に、横田めぐみさんの拉致が明らかにされた時に、横田さんご
夫妻が救出運動をはじめ、日本国内の様々な地域に住んでいた他の拉致被害者の
家族がそこに結集しました。このようにして私達は被害者を救う運動を始めたの
です。

 2002年に、北朝鮮の政府は、突然、それまで否定してきた日本国民拉致を認め
ました。彼らは私の姉は死んだと伝え、私を再び当惑させました。しかし、私達
が北朝鮮から死亡の証拠とされるものを見せられたとき、それがあまりにおかし
なものだったので、私達はそれを信じることはできず、まだ、姉をはじめとする
すべての日本人拉致被害者は生きていると考えているのです。そのため私達は、
すべての被害者を救うという私達の覚悟を新たにし、今もその努力を続けていま
す。

 まったく無関係な普通の民間人を拉致することによって北朝鮮は拉致被害者だ
けでなく、その家族をも苦しめているのです。

 私は、韓国、タイ、マカオ、およびルーマニアを訪問しました。それらの国の
拉致被害者の家族と会い、お互いの苦しさ、悲しさを共有しました。また、愛す
る人々を取り返すという覚悟をも共有しました。しかし、日本と韓国以外の家族
は拉致被害者を助けるための組織も手段も持っていません。ですから、拉致被害
者救出のために声を上げるとき、私は日本の被害者だけでなくすべての被害者の
ために訴えているのです。

 世界中の拉致被害者家族はともに行動することを決めました。2年前、そのた
めに、私達は拉致解決のための国際連合を結成しました。私達の目標は、北朝鮮
により拉致されたすべての人々を解放することであり、そのために国際社会に訴
えつづけます。

On the Release of A Special Report

First, as a Japanese citizen, I would like to thank the U.S. Government,
the Congress and the American people for all of the assistance you have
provided in the aftermath of the recent Great East Japan Earthquake and
tsunami.

My name is Teruaki Masumoto. In August 1978 my sister, Rumiko Masumoto,
was forcibly abducted from Japanese soil by North Korean spies. There
are many other families like mine. Together we have formed the Committee
for Families of Victims Kidnapped by North Korea. I am now the secretary
general of that association. Our goal is to get our loved ones back from
North Korea.

I felt such profound sadness when my sister disappeared: I didn’t know
what had happened. Even when it was revealed that she was abducted by
North Korea, our family believed we had no choice but to keep our
silence, fearing that my sister might be in greater danger if we spoke
out.

Then in 1997, when the abduction of Megumi Yokota was revealed, the
families of the abduction victims scattered around the country came
together around the activities initiated by Mr. and Mrs. Yokota. This is
how the movement to rescue our family members began.

In 2002, the North Korean government suddenly acknowledged the
abduction of Japanese citizens that it had previously denied. They
reported to us that my sister had died and again I felt devastated. But
when we were shown the death report by North Korea, it was so bizarre
that we were not able to believe it and consider her and all of the
Japanese abductees still to be alive. So we renewed our determination
to rescue all the surviving victims and we continue that effort today.

By kidnapping innocent civilians who were not involved in any political
activities, North Korea has harmed not only the victims, but also their
families.

I have visited South Korea, Thailand, Macau, and Romania. I have met
with the families of the abductees, and we have shared our pain and our
grief. We have also shared our determination to get our loved ones back
home. But except for Japan and South Korea, these families have no
organized structure, no means of helping their family members. So when I
raise my voice on behalf of the abductees, I do so on behalf of all of
them?not just those from Japan.

We are determined to work together?all the families of those abducted
by North Korea. To that end, two years ago we formed the International
Alliance for the Abduction Issue. Our goal is to free all those abducted
by North Korea, and we will continue to make our voices heard at the
international level.
