家族会・救う会・拉致議連訪米１
家族会・救う会・拉致議連は９月２１日〜２５日まで米国を訪問する。米政
府のホワイトハウス（NSC)と国務省の幹部、議会上院・下院議員、有力シンク
タンク北朝鮮専門家、北朝鮮人権関連NGOの幹部らと面談し、拉致問題の現状を
共有し、問題解決への協力を訴える。
家族会からは横田拓也代表、飯塚耕一郎事務局長、救う会からは西岡力会長、
島田洋一アドバイザー、議連からは加藤勝信会長代行、山谷えり子会長代行、
北村経夫事務局長が参加する。また、政府拉致問題対策本部から、清水雄策内
閣審議官、津田陽子政策企画室長らが参加する。以下、訪米アピール日本語と

■ 訪米団アピール
尊敬するアメリカ合衆国の政府、議会、専門家の皆さま
米朝首脳会談が持たれる可能性が高まっている中、皆さまにまたお目にかかれ
ること感謝致します。
北朝鮮による拉致は許しがたい国家テロです。来年で横田めぐみさんたちが拉
致されてなんと50年です。めぐみさんをはじめとする多数の被害者がいまだに
家族のもとに帰ることが出来ずにいます。
昨年有本恵子さんの父の明弘さんが９６歳で逝去され、家族会メンバーの親の
世代は９０歳の横田めぐみさんの母早紀江さん１人となりました。
家族会・救う会は今年２月「親の世代の家族が存命のうちに全拉致被害者の一
括帰国を実現させることが、日本が北朝鮮に人道支援、独自制裁解除、国交正
常化後の経済協力をする条件だ」とする運動方針を再確認しました。
トランプ大統領は、2019年のハノイでの第２回米朝首脳会談で日本人拉致問題
を提起し、金正恩委員長はそれに対して拉致問題を話し合うため安倍晋三首相
に会う準備が会うという趣旨の発言をしました。米国の最大関心事である北朝
鮮の核問題と日本の最優先課題である拉致問題を共に解決すること求めたので
す。
トランプ米大統領は昨年１０月訪日された折、家族会・救う会に面会し、次に
金正恩委員長に会うときにも拉致問題を提起すると明言されました。
米朝首脳会談があるなら、この姿勢を堅持し、金正恩氏に拉致問題を解決する
ために高市早苗首相と早期に向き合うよう求めていただきたいと、私たちは強
く願っています。
なんとしても親の世代の家族が存命中に拉致被害者を取り戻したいという、私
たちの強い思いを、皆さまにご理解いただき、またご支援いただきたい、これ
が今回の訪米の目的です。ご理解とご支援を心からお願い申し上げます。

As the possibility of a US-North Korea summit grows, we would like to express our appreciation for the opportunity to meet with you again.
North Korea's abductions of Japanese citizens are an unforgivable act of state-sponsored terrorism. The coming year, 2027, will mark nearly half a century since Megumi Yokota and others were abducted. Megumi and many other victims remain in North Korea, unable to return to their families.
Last year, Akihiro Arimoto, the father of abductee Keiko Arimoto, passed away at the age of 96. That leaves Sakie Yokota, the now 90-year-old mother of Megumi, as the only surviving member of the parents' generation.
In February, the Association of Families of Victims Kidnapped by North Korea and the National Association for the Rescue of Japanese Kidnapped by North Korea reaffirmed their key policy priority: to realize the simultaneous return of all abduction victims while members of the parents' generation are still alive. This is a prerequisite for Japan to provide humanitarian aid to North Korea, lift its unilateral sanctions, and, after normalizing diplomatic relations, to offer economic cooperation.
During the second US-North Korea summit in Hanoi in 2019, President Trump raised the abduction issue, and in response, Chairman Kim Jong Un indicated a willingness to meet with Prime Minister Shinzo Abe to discuss the matter. President Trump called for jointly resolving both the nuclear issue?a top priority for the United States?and the abduction issue, which is Japan’s highest priority.
When President Trump visited Japan in October 2025, he met with our associations and clearly stated that he would raise the abduction issue again the next time he meets with Chairman Kim Jong Un.
If a US-North Korea summit takes place, we earnestly hope that the United States will maintain this stance and strongly urge Chairman Kim Jong Un to meet with Prime Minister Sanae Takaichi at an early date to resolve the abduction issue. This is our heartfelt wish.
The purpose of our visit to the United States this time is to seek your understanding and support for bringing the abduction victims home, no matter what it takes, while some parents are still alive. We sincerely ask for your understanding and support.
